UK Local Authorities Intend to Sell Off Community Hubs and Leisure Facilities to Manage Finances

According to a latest poll of local authorities, UK councils are preparing to offload social clubs, sports centres, and retail spaces as they bet on a rapid disposal of properties to balance the books.

Growing Financial Pressures Drive Asset Sales

A coalition of councils representing second-tier cities in the UK reported that 60% of local authorities are planning to sell assets to cover the escalating costs of social services for vulnerable individuals.

Local governments have in the past faced criticism for disposing of public land and land to shore up their finances, but they contend they must proceed to generate essential revenue from property disposals or declare themselves bankrupt.

The group noted that a high proportion of authorities attempting to raise money from a quick sale of assets marked “a clear change from 2024, when the majority (six in ten) of municipal officials stated they would prioritise service redesigns and using financial reserves to manage increasing fiscal pressures.”

Detailed Examples of Planned Sales

Medway Council in Kent said its asset disposal plan included the disposal of a shopping centre in Rainham and a social club in Rochester to generate £20m over the next half-decade.

  • Gillingham golf club and commercial properties owned in two English counties, which all generate rent for the authority, will additionally be sold under the plan.

Local Levy Increases and Wider Fiscal Pressures

The survey of local authorities in the coalition, which covers Sunderland, Southampton, Gloucester and Salford, further found that more than 70% of authorities will need to raise council taxes next spring to cover the growing cost of essential services, higher levels of homelessness, and a longstanding housing shortage.

The authority explained it will proceed with property disposals after steep rises in the cost of youth support, special educational needs and disability (Send) provision, elderly and disability services, and temporary accommodation.

“We are adopting creative strategies but certain measures take time to deliver both improved services and financial savings,” said Vince Maple.

He continued: “There are demographic pressures which will persist to increase the strains we have. As a local government body, we had a drastic reduction in our central funding from 2010-24, which is extremely difficult.”

Countrywide Patterns and Forecasts

A survey of regional authorities this week also found local finances being strained by the increasing figures of children and adults requiring Send support.

The County Councils Network said that council deficits will hit £4.4bn a year by 2029, as they struggle to cope with rising needs.

Government officials have delayed scheduled changes to the special educational needs framework until the coming year after a white paper setting out those reforms has been postponed.

Deprivation and Financial Gaps

According to the latest indices of deprivation (the Index of Multiple Deprivation) for English councils, many participating urban areas were included in the most deprived in the country.

  • “Participating urban centers like Hull, Bradford, Stoke-on-Trent, Sunderland and Wolverhampton place in the most deprived 30 nationally under the 2025 deprivation indices,” said the study.

“While only a single urban area is in the top 10 for deprived neighbourhoods nationally, urban areas are far more likely to be in the worst-off 20% of the nation. The data highlights the scale of challenges facing local leaders across major urban centers in the next twelve months,” the report concluded.

“Local government leaders have been explicit about the necessity for a equitable and lasting financial structure that accounts for and addresses the real levels of disadvantage and need,” said a council leader.

“Lacking this, local authorities will persist to face difficult decisions around which vital provisions to allocate spend to, and which to reduce, to the disadvantage of their communities.”

One in five of local authorities have cut or compromised social care provision in the past 12 months, the survey found.
